About the Programme
The Breede Valley Municipality, through its Law Enforcement Division and in collaboration with the Department of Police Oversight and Community Safety, is proud to announce a unique opportunity for unemployed South African youth to participate in the Peace Officer and Traffic Warden Training Programme. This initiative forms part of the Extended Public Works Programme (EPWP) and is aimed at strengthening law enforcement capacity within the municipality while equipping participants with valuable skills and certification in law enforcement and traffic management.
The programme is fully funded by the Municipality, meaning qualifying participants will have all training costs covered for the duration of the programme. Purpose of the Programme
The primary goal of this programme is to develop competent, well-trained Peace Officers and Traffic Wardens who can actively support the Municipality’s Law Enforcement Division. Participants will gain practical knowledge and skills in traffic management, public safety, conflict resolution, and legal compliance. By completing this programme, participants will not only improve the Municipality’s service delivery in law enforcement but also increase their future career prospects in public service, security, and municipal administration.
Minimum Requirements
To qualify for the training programme, candidates must meet the following criteria and provide the required documentation:
Mandatory Documentation:
- Certified copy of Grade 12 / Matric Certificate (no statement of results accepted)
- Certified copy of South African Identity Document
- Valid B driving license
- Clear criminal record from SAPS or proof of application (a criminal record will result in disqualification)
- Comprehensive Curriculum Vitae (CV) (uncertified)
Additional Minimum Requirements:
- South African citizenship
- Age between 20 and 35 years
- Physical fitness and good health
- Residency within the Breede Valley Municipal Area (submit an affidavit as proof)
- Ability to communicate in at least two of the three official languages of the Western Cape
- Access to reliable personal transport for travel to and from the training facility
Assessment & Selection Criteria
All candidates will undergo a rigorous selection process to ensure they meet the professional and physical standards required for the programme. Assessment components include:
- Diagnostic written test
- Physical fitness test
- Random drug screening
- Driving test
Successful candidates will demonstrate both intellectual and physical readiness, along with personal discipline, communication skills, and a commitment to public service.
Key Responsibilities During Training
Participants in the programme will undertake a structured curriculum designed to provide both theoretical and practical knowledge. Responsibilities include:
- Completing all training modules and workshops as per the programme schedule
- Learning the operational procedures of municipal law enforcement
- Acquiring skills in traffic management, monitoring, and enforcement
- Gaining insight into public safety protocols, conflict resolution, and legal compliance
- Participating in practical exercises to develop hands-on operational competence
- Adhering to all rules, codes of conduct, and safety protocols during the programme

- EPWP Database Registration Form (only if not already registered on the EPWP database)
- Comprehensive Curriculum Vitae (CV)
- Certified copies of:
- Qualifications (not older than 6 months)
- South African ID
- Driver’s License
- Other relevant documents as specified under minimum requirements

Important: Applications without all required documentation, or submissions containing fraudulent information, will be disqualified. Canvassing of councillors or officials will result in immediate disqualification.
Additional Notes
- Shortlisted candidates will undergo screening and vetting, including reference checks and background verification.
- The Municipality reserves the right not to make an appointment if suitable candidates are not identified.
- If no response is received within three months after the closing date, applicants should consider their application unsuccessful.
